Sena’s Anant Geete are likely to be included in a compact cabinet headed by Narendra Modi who has decided on a radical restructuring of the government with one cabinet minister heading a cluster of departments in complementary sectors Modi’s cabinet is likely to include Jaitley Rajnath Gadkari AFP A day ahead of his being sworn in as India’s 15th Prime Minister it was stated on behalf of Modi that one cabinet minister would head a cluster of ministries working in complementary sectors so as to ensure convergence in the activities of various ministries Top layers of the government would eventually be downsized and there would be expansion at the grass root level according to a statement issued by the Prime Minister-designate’s secretariat from Gujarat Bhawan where he has been ensconced for the last four days holding consultations on his government formation In forming his cabinet Modi has adopted the principle of "minimum government and maximum governance" and also "rationalisation with a commitment to bring a change in the work culture and style of governnance" it said The statement came at the end of another day of guessing game about the names of ministers to figure in the Modi cabinet that will be sworn in on Monday Till last tonight even Rashtrapati Bhavan had received no list of ministers from the Prime Minister-designate The final list is now expected to be sent on Monday However indications were that Jaitley would get Finance Rajnath will be in charge of Home and Gadkari one of the infrastructure ministries Geete would also have a Cabinet portfolio Other names making the rounds for the cabinet include Sushma Swaraj Ananth Kumar Ravi Shankar Prasad Uma Bharti Harsh Vardhan and Piyush Goel Sources said that the number of ministers would be between 30 and 35 which would be much smaller than usual However an expansion of the ministry may take place later There was no clarity on the role of Advani with some reports suggesting that he may not be made lok Sabha Speaker which he is said to favour but he may continue as NDA chairman In that case Sumitra Mahajan a senior BJP Parliamentarian and former minister may become the Speaker Deputy Speaker in the outgoing Lok Sabha Karia Munda’s name is also being speculated for this post NDA ally TDP has recommended the name of party MP Ashok Gajapathi Raju who won from Vizianagaram Lok Sabha constituency to be inducted into the Union Cabinet Sources said Shiromani Akali Dal an old ally of BJP may find a place in the Union Cabinet and the SAD leadership is learnt to have suggested the names of Harsimrat Badal and Naresh Gujral Once party president Rajnath Singh joins the Cabinet his replacement would be worked out along with restructuring of the party and the name of JP Nadda is learnt to have been cleared by the party leadership and RSS to replace Rajnath The statement on behalf of Modi said he is aware of the "high expectations" of the people For four days he was busy with the formation of the ministry and discussing various alternatives to effective governance convergence and coordination between various ministries it said Modi is eventually aiming at "smart governance" where the top layers of Government will be downsized and there would be expansion at the grass root level the statement said "Earlier there was political instability and multi-party governments and the ministry formation was almost done in a bifurcated manner" it said The Prime Minister-designate it said tried in a rational manner to club like-minded departments in the ministry formation in such a way to "convert entity of assembled ministry to organic entity" The statement went on to add that integrated and inter-connected nature of governance is being focussed in this "new dent" In the ministry formation the process of development will be "more inclusive" than it has been it said At the outset the statement said Modi has made a "dent in formation of ministries" "It is a good beginning in transforming entity of assembled ministries to organic ministries It will bring more coordination between different departments and will be more effective and bring a spee in process" it said PTI By: Express News Service | Mumbai | Published: September 11 2017 12:34 am Top News A KURLA school that was directed by the State Consumer Disputes Redressal Commission to pay Rs 225 lakh to a student as compensation for negligence has decided not to challenge the order “We have decided to pay the Rs 225 lakh to the student’s father The case has been going on since 2015 and more cases will only add to the hassle” said Jean Gomes principal of Michael High School Kurla A scuffle involving two Class IX boys in 2013 had left a 14-year-old boy with a broken arm The boy’s appeal with the District Consumer Disputes Redressal Forum through his father had claimed compensation from the school and its management for “deficiency in service” as it had not been able to provide requisite care and custody of the child during school hours In May 2016 the district forum ruled in the school’s favour However the State Consumer Disputes Redressal Commission set aside the order last week and ruled that a compensation of Rs 15 lakh be paid for medical treatment and injury suffered by the boy It also directed the school to pay Rs 50000 towards mental anguish caused to the boy and his family and another Rs 25000 towards litigation “They were two meritorious boys who got into a spat… One of them broke an arm and we rushed him to hospital The students have since graduated There’s no point prolonging the matter” said Gomes The commission ruled that the school was “answerable” “Any student becomes a consumer when he attends an educational institution and hires its services upon payment of fees for attending classes and writing examinations Many five star schools and colleges are mushrooming day by day advertising for valued education and facilities and charging the students with high fees” it said For all the latest Mumbai News download Indian Express App More Top NewsBy: Express News Service | Published: September 19 2014 12:59 am Related News The Modi government has appointed former McKinsey India chairman Adil Zainulbhai as head of the Quality Council of India (QCI) an autonomous body set up to help Indian manufacturers Zainulbhai is the first lateral recruitment from a non-government sector by the Modi government and hopefully more such appointments will be made to invite fresh perspectives and innovations in the processes of policymaking and implementation Though the idea has been with us for long it has never really been institutionalised Predictably an influential section of bureaucrats is not enthused about “outsiders” competing for senior posts in the government A report of the Second Administrative Reforms Commission (ARC) set up by the UPA government had recommended that lateral hiring of people with exceptional talent and skills from the private sector and the academic world be done at the additional secretary level Lateral hiring into government was not so rare in the early years after independence Then Prime Minister Jawaharlal Nehru was eager to draw talent into his government from all sectors The first railway minister and subsequently finance minister John Mathai was an academician while physicist Homi Bhabha ran the country’s nuclear programme In the 1970s MS Swaminathan who was heading the Indian Council of Agricultural Research joined the Centre as a principal secretary in the agriculture ministry to facilitate the green revolution Sam Pitroda a successful inventor-entrepreneur piloted the telecom revolution when Rajiv Gandhi was prime minister Manmohan Singh invited Nandan Nilekani to join the government to plan and pilot the UID project These individuals brought new ideas and energy to governance The purpose of promoting lateral entry however should be to strengthen existing institutions not to create parallel bodies like the National Advisory Council under the UPA Appointments must not lead to turf wars There must be synergy between “insiders” and “outsiders” if the system is to work; the impediment may not necessarily be individuals but the organisational culture that resists change To achieve this it is necessary to institutionalise policy instead of making ad hoc recruitments For all the latest Opinion News download Indian Express App More Related News We were told about the newspaper report that the PASA Act was not being applied on the accused in the case.
